Why was anybody treating it like a legitimate council meeting?

City clerks have serious responsibilities involving official records, elections, municipal procedure and documentation. They aren’t supposed to function as the civic equivalent of the friend standing beside you in Las Vegas saying:

“Sure, Rick. You’re Elvis now.”

If the meeting was lawful, explain why.

If it wasn’t, explain what happened.
